Removing Preferred Billing

When creating an address I do not want it to be preferred billing address 

even though there is no other address.  Is there any way t o achieve this?When I un-tick the check box as soon as I save it comes back.

I cannot remove default zero.

It has been coded that way. Can you give us some information about how this is creating a problem in your use case?

I understand now the hard coding for single address is preferred Billing
