New top level `bootstrap` script for emscripten developers (git users)

If you work on emscripten, or use emscripten via a git checkout, we now have a new `bootstrap` script at the top level which performs various post-checkout tasks.

It doesn't do too much today but I hope to extend it in the future.

If you even need to run this script because something is out-of-date emcc will error out on startup to let you know.

As always, any issues, please file bugs to reply here.

Would you have a moment to develop an emsdk update to account for this as well? (emsdk used to run npm ci as part of the install, it would be good for that to run the bootstrap as well)
