Support for Half Float representation

Half float representation is used in many new platforms, e.g. Elastic search uses half float datatype. I am not aware if it can be used as of now in Elixir, however if it is not need to support it.

Hey Zubair,

If you think this is a really worthwhile feature, it probably makes more sense to suggest it be added to Erlang. 

At least from the use cases you've described though, it's probably not necessary. When the value gets deserialized from whatever protocol to an elixir value, that should fit fine in a normal float. When it get's serialized, there may be some data loss as it get's converted to a lower precision value, but that's likely to be ok in this case.
