[Proposal] Adding Elixir Playground

Hello,

It would be great if we could add an Elixir Playground(Go playground) to executes snippets on our elixir-lang website many programming languages have something like that it would be really useful for a new developer coming to learn elixir.

https://github.com/viebel/klipse is a great javascript runtime for such purposes, but to date no one has created a javascript or webassembly based interpreter for Elixir.  If you wish to be the first (probably more easily doable via elixirscript perhaps?) then just plug it into that framework so it can handle the rest.  :-)
