Application.compile_all_env ?

I think it would be useful to have it. Are there any blockers for implementing it? If not, I could take a stab.

The goal of compile_env is to track exactly which key is used. Something like compile_all_env would mark all configuration keys as compile-time, which you should most likely avoid.
