Proposal: Add File.ln (hard links)

In the standard library, there's File.ln_s but conspicuously absent is File.ln, which would make a hard link as opposed to a symlink. Erlang's standard library supports it in addition to `filemake_symlink`. Is there a reason why this was omitted? I can put together a pull request in a few minutes.
