What do you mean by "does not work"? What, exactly, happens when you run the program again, and what did you do to make this happen?

Hello, I am Recep and after working on the electric vlsi program and saving it, when I want to enter it again, my application does not work. Can you help? I couldn't understand what caused the problem. --

Recep,
You're still not making it clear what is going on. Here are some steps you can perform to describe more clearly:
(1) Double-click the application. Does it start up? If not, is
there an error on the screen? Would it help to reboot the
computer? Explain PRECISELY what you do and what you see.
(2) When Electric starts, it does NOT read the .jelib files automatically, so whether or not you've deleted them is irrelevant at this point. Assuming the program starts and you still have the .jelib file, use the File/Open command to read it back in. Report any error messages you see.
(3) If the original .jelib is missing and the program is running, can you reproduce the errors you had before? If so, explain IN PRECISE DETAIL exactly every step you took to make this problem happen.

Okay, if Electric no longer runs at all, then there is a problem
on your computer that is deeper than simple Electric
functionality. Here are some possible things to do:
(1) Reboot.
(2) Re-download Electric in case the binary has become corrupted.
(3) Re-install Java in case that is the problem.
(4) This may be the problem if you set preferences in Electric that were dangerous: Wipe out Electric's preferences in:
HKEY_CURRENT_USER / Software / JavaSoft / Prefs / com / sun / electric
