It's not likely that scaling an existing technology will give
exact design rules for 90nm. The "tsmc" technologies (both 90nm
and 180nm) were proprietary files with sensitive IP, so they could
not be distributed.

Well, if the "mocmos" technology in Electric works with the TSMC 180nm process when it is set to 90nm and Deep rules, then that's all good. I didn't know such a thing was possible (and I'm a little confused as to why a 90nm transistor is going to fab properly in a 180nm process). But if others claim that this works, then go for it.
