Create contents using only html css and javascript

Hi.

I know a little exelearning, articulate and ispring. Furthermore, I know to use reload editor (but I think currently the project is deprecated). I would like to create packages SCORM, programing directly without use author tools.

But i don't find much information about that. My intention is create with html5 and javascript resources to packcage into scorm. And I would like to create skeletons with bootstrap. 

Do you know any repository or key words to find that?
