In the chanelog it says:

Better OPTIONS request and CORS support

I would like more information about the inprovements to OPTIONS and CORS.

Where can I find the documentation or the pull request thank you.

You can check the mirror of the libraries from https://github.com/EiffelSoftware/es-libraries
git log --grep="OPTIONS"

Those changes are mostly for the EiffelWeb framework, and the Eiffel CMS solution built on top of EiffelWeb.

Indeed, there is a bug in C code generation for a particular combination of anchored types and generic polymorphism, involving redeclaration of a reference type into an expanded one. We were trying to find a reasonable workaround, but according to your comments to the messages from the users of the mailing list, there is no way to get rid of the anchored type and to keep just the generic one. With such restrictions...
