[ANNOUNCE] EFI Boot Guard 0.21 released

Hi,

this rather small release primarily fixes two annoying issues. One
prevented to use of bgenv tools on already mounted EBG partitions. The
other was breaking EFI signatures in ARM binaries when using gnu-efi
>3.0.15. See below for the full list of changes.
