[ANNOUNCE] EFI Boot Guard 0.13 released

Hi,

a new release is ready which brings support for iTCO on Tiger Lake-H,
resolves warnings with newer toolchains, fixes starting with only a
single configuration available and comes with a lot of small internal
cleanups. We hope to get this version also into Debian bookworm next year.
