New meta-efibootguard maintainer

Hi all,

I'm happy to announce that Michael will take over the leading role for
the meta-efibootguard OE layer. Michael and his colleagues are using
this layer for a number of product developments for quite some time, and
they already contributed to it significantly. I will continue to support
him wherever needed to ensure a smooth hand-over and further operation.
