Openedx and Xblocks

Are Openedx and Xblocks are dependent? I mean can i just download xblock-SDK and write my own custom XBlock then render this as a REST API so that other framework can consume this REST API's??

for the question about XBlock are independent or not, i can assure that they are, in fact youcan create an XBlock and run it without having to deploy them in edx-platform
