Deprecation/Removal: Microsites DEPR-12

Hi there,

We plan to deprecate and remove the microsite_configuration djangoapp from edx-platform. The site_configuration djangoapp is the non-deprecated replacement. We are targeting removal after  2019-02-15.

Please read https://openedx.atlassian.net/browse/DEPR-12 for more information and to post any questions/comments. The proposed deadline for comments before acceptance is 2019-01-28.
