edX Stage Manual Rollback for LMS Migration Number 0017 for Student Model

We need to manually rollback the LMS migration number 0017 for the Student model "student/migrations/0017_userprofile_secondary_email.py"

Background: Enterprise team merged a PR (https://github.com/edx/edx-platform/pull/19318/) today introduced a secondary email field in UserProfile model. We thought since there is no default value and its just a schema change and tried to avoid the querying complexity in future we added field on the UserProfile model. This migration took relatively long time to run on Stage (Migration duration 91.5681459903717 sec which exceeded threshold of 10 sec) and we expect that it would be slower to run on Prod tomorrow as well.

We have reverted the PR (https://github.com/edx/edx-platform/pull/19377) but since the migration number 0017 has already been run on Stage so we now need to manually revert this migration for student module to 0016.

I have created an IT support ticket (https://openedx.atlassian.net/servicedesk/customer/portal/3/DEVOPS-8080) to manually rollback this migration from LMS on edX Stage.
