I just posted a draft of OEP-31: Code Autoformatting: https://github.com/edx/open-edx-proposals/pull/107

The goal is to standardize on autoformatters for the major languages used in OpenEdX projects, to minimize future arguments about code style/layout.

I welcome your feedback on the PR.
