I've posted a draft of OEP-9, dealing with best practices in using and implementing user permission checks: https://github.com/edx/open-edx-proposals/pull/23
If you write any Open edX code that either checks to see if a user is allowed to perform a particular action or implements any of the rules that define such restrictions, please take a look and chime in with any feedback you may have.
