OEP-7 Migrating to Python 3

To establish a plan for migrating all our Open edX code to Python 3 before the Python core development team ends support for Python 2, we have created OEP-7.  If you are interested in what this effort will involve, how it will affect you, or would like to have input on how we proceed, please take a look at the attached pull request and offer feedback.

Hi everyone,

OEP-7 (Migrating to Python 3) has been accepted: http://open-edx-proposals.readthedocs.io/en/latest/oep-0007.html

With the general approach to the migration tentatively decided, we can start taking more concrete steps to make it happen.  Please keep this OEP's guidelines in mind when adding and refactoring Open edX code, so we can get to a fully Python 3-compatible codebase sooner.
