Update to OEP-1: Add support for product proposals

Hi everyone,

I wanted to share that I've created a PR to update OEP-1 to support product proposals. Rather than create a new process, the goal is to modify slightly the OEP process to support more types of proposals. We want there to be a clear way for the community to submit and provide input on large scale changes to the Open edX platform from a product perspective. We expect one of the first uses of this change to be related to the findings of the adaptive learning working group.
