Programs Service Archival

Greetings Open EdX developers/operators;

As part of our OEP guidelines (specifically: http://open-edx-proposals.readthedocs.io/en/latest/oep-0014.html), we’re sending a notification that one of our GitHub repositories is moving to an archived state.  The programs service (https://github.com/edx/programs) is starting that process now, and close followers of the edx-platform repository will note that at this point, all references to the service have been removed.

If there are any community members who would be interested in taking over ownership of this repository before it is archived, please let us (me) know, and I can assist in the transition of ownership.
