OEP-5: Pre-build Developer Environments

Hi, all,

I've just posted OEP-5 for early review.

In a nutshell, it's a description of a path forward for improving Devstack by disaggregating it from a monolithic vagrant container to individual docker containers per service.

I've heard some feedback on OEP-5, and responded to it. JZ, the designated Arbiter for the OEP, has given it a +1. I'll plan to merge it end-of-day (~5 EST) Friday 7/22 unless I hear any more late-breaking feedback.

I think I've resolved all of the outstanding issues with OEP-5, so I'll plan to merge it end-of-day on Thursday, unless I hear more comments from folks.

I haven't been actively working on it. (I've been focused on some other data-gathering efforts to help future prioritization).

ok, thanks Cale for the update. As you may remember, we spent a considerable amount of time building the first Docker images for Open edX (http://www.appsembler.com/blog/docker-powered-open-edx-devstack/), but abandoned it after Cypress because it was too much of a maintenance burden to take on without official support from edX. We'd be happy to resume these efforts, and help drive it forward, if you can provide some guidance and leadership in the project.

Nate, I'll be in Cambridge the next couple weeks and can talk about whether we want to take this on as an Open Source initiative that we can coordinate within the community. Let me talk with the team (and Cale) and get back to you on how to proceed.
