New mailing list operational

The new mailing list appears to be operational now, so please use it
from now on. (I won't delete the old one just yet.)

I'm archiving messages at https://www.edrdg.org/jmdict_edict_list/ and
I think list members with Google accounts can see the recent ones on
the group page.

I need to keep an eye on the archiving as the utility I use (MHonArc)
mangled some of the ex-Yahoo emails. Also at present there is no
archive-searching capability on the edrdg.org site. I could
conceivably put one together if there's a real need.
