Amending former Soviet place names.

When the enamdict/JMnedict data was being compiled years ago by
scraping Japanese sites, a heap of names from the former Soviet Union
came in with the country shown as Russia. In many cases, this was
fine as they are in the Russian Federation, but in quite a lot the
places are actually in the Ukraine, Latvia, Belarus, etc.

Kim Ahlström did some very clever matching of entries with the
equivalent Wikipedia entries and came up with a list of about 250
cases where the "Russia" was wrong. In many of these the accepted
current Romanized form differs from the previous Russian-oriented
ones. Using his list I've used the bulk update script to amend all
these entries to indicate the correct country and the more appropriate
name. An example is at
