I propose moving the CC-SA licence under which the project files are
released from version 3.0 to version 4.0. The changes in the licence
provisions are summarized at https://creativecommons.org/version4/ and
the licence page is at http://www.edrdg.org/edrdg/licence.html

Since the 3.0 - 4.0 changes are primarily for clarification and don't
introduce any new restrictions, I doubt that anyone will have a
problem with this move, but if anyone can see an issue, please let me
know ASAP.

I have made that licence change. I think I've tracked down all the
places where it's mentioned. Let me know if any were overlooked.
