In addition, we cannot get a newer copy of referenceccdaservce-bundle. the latest one we can get from https://bitbucket.org/jperugini/ett/downloads/ is pretty old. Can you bundle the latest VocabularyConfiguration used by NIST production site and share with us?

The latest C-CDA validator can be accessed at :
https://github.com/siteadmin/referenceccdavalidator/releases
The errors seem to be related to vocabularies which indicate there maybe a mismatch in the vocabulary/value set that you are using. The value sets are not part of the release.

Can you share the value set used by the NIST production set? It is very hard to figure out which files your team are using in order to get matching results.
