not checking for Disability Status Observation

In prior posts, we have discussed the optionality of CUBS Disability assessment, and that while the tool will still error if the Disability Status Observation is missing the CUBS 89571-4 code, developers can substitute for an alternative.

However, I have noticed that the AliceNewman test patient scenario will actually NOT produce an error if leave out the Disability Observation (<templateId root = "2.16.840.1.113883.10.20.22.4.505" extension = "2023-05-01"/>) entirely.

I recognize that Disability Observation can be in different component locations such as Social History or Functional Status, but shouldn't the test tool check for this observation in some location of the file for the Scenario 1/Alice Newman test?

I do understand the ATL proctor can confirm this via visual inspection, but it is preferrable for the tool to identify these problems before any live test event.
