Petition - Issues with Delhi Police

The petition of S K Goyal, D-103 Shivam Apartments, Plot-14, Sector-12, Dwarka, New Delhi-110078.

 

Sheweth: Brief… (1) Improper stacking of road barriers and (2) Tackling the offense of on-road parking.

 

Issue 1 - Improper stacking of road barriers: Delhi Police (DP) usage iron grill barriers for blocking roads but there is no direction to staff at ground level about how to place it while these barriers are not in use. These barriers are left on the site itself and are not removed instantly, thereby causing hindrance to the walkers. Many illustrative photographs are attached to justify the statement. This proves that there is no care exercised by DP and these barriers are left on footpaths to obstruct the way of pedestrians. Blocking or creating hindrances in the navigation way of pedestrians is an offense under IPC, Delhi Police Act and UTTIPEC guidelines, still, no wisdom is shown. How DP can blatantly violate the rights of pedestrians? If a law-enforcing agency would exhibit such insensitive behavior who else can be supposed to behave in a more responsible manner? I even filed a reference with Public Grievance Commission but there is no outcome.

And accordingly, your petitioner prays that :

(i)       The barriers must not be left on the footpath for several days at a stretch when not in use and

(ii)      Even during an intermediate time when barriers are under removal, these should never be positioned in width of footpath but only kept in length so that there is space left for pedestrian movement. Under no circumstances barriers be left at a place where width of the footpath is less than 7 feet.

(iii)     SOP be issued by DP about handling of these barriers to clearly state that these must not create hinderance in pedestrians’ movement. 

 

Issue 2: On Road Parking:

Efficient traffic management has always been a pain point of discussion in Delhi. It is an undisputed and cogent observation that relentless on-road parking by vehicles is the largest traffic issue in Delhi. This is the biggest contributor in aggravating the problem than any other issue, if this can be resolved perhaps at least half of Delhi’s traffic vows would be over. No road in Delhi is saved from this menace, even the traffic on ring road which is called the lifeline suffers due to this.

 

Effectively handling the above issue would significantly enhance the traffic load capacity of roads avoiding traffic jams, slow movement and consequently would result in reduced travel time and pollution. Several earlier references to DTP on this issue have not been able to move them, there has never been any constant crackdown on violators, the usual reasoning forwarded by police is the shortage of manpower. Delhi Police has a traffic app Sentinels whereby public can online report several traffic offenses to traffic police. However, DTP has kept the on-road parking offense out of the purview of this mobile app. The Delhi Police Commissioner himself had declared to bring this violation in sentinel but that did not happen.

 

Several requests were made to DP to include this offense in sentinels with sharing some amount of the challan with the reporting citizen. After being caught in a jam-like situation the Transport Minister Mr Nitin Gadkari, had way back in 2017 had declared a reward scheme to share Rs.50 for reporting of this offense by the public. But the DTP is still keeping this on hold for past more than 4 years, which clearly indicates that DTP has NO plans to launch this scheme and clear the mess from Delhi Roads. Even if 5-10% of challan amount is shared with the public for reporting this specific traffic violation incidents, several unemployed persons would jump into this initiative thereby considerably reducing the work-load on traffic police, but for unknown reasons, DTP has kept the launch of this scheme on hold. DTP has included ‘parking on footpath’ as an offense reportable through sentinels mobile app but, despite close follow-up, not included ‘on-road’ parking as a reportable offense through this mobile app? Why despite being over loaded DTP is not taking the help of public specifically for this offense is a big question mark?

 

And accordingly, your petitioner prays that :

Delhi Traffic Police be directed to include the offense of on-road parking into mobile app sentinels with sharing of 10% challan amount with the reporting citizen. Even if the scheme for the whole of Delhi is not started immediately, at least a pilot project covering 6-7 prominent roads be launched.

May god bless you with good health ,bless your family.
Many citizens are facing the problem of police fines in front of malls at sector 12 DW (near cng stn,) & across the road during sundays .There is no cautionary NO PARKING board. Do you feel it right then you are advised to take up with traffic authorities. citizens come from nearby residents to buy their daily needs on holidays.
