Sir,
A grievance was filed vide reference number DOURD/E/2025/0020743 regarding poor quality and careless execution of road works by DDA engineers. The grievance contained two specific points (A and B). However, the grievance has been closed on 09.12.2025 without any response or clarification on Point A.1 and Point B, rendering the disposal incomplete and unsatisfactory.
The response merely states that the work was “done as per codes.” If the prescribed codes were indeed followed, it is difficult to understand how potholes immediately developed on a newly carpeted road, and with whose authorization the contractor dumped the scraped and waste material on roadside footpaths. Such actions indicate not only poor workmanship but also a serious lapse in supervision by the relevant engineer.
It appears that responsible engineers are absent from the site, leaving critical decisions entirely to unskilled labour. Specific issues remain unanswered, such as:
Why are the expansion joints on Road No. 201 above the drain left unlevelled?
Are thousands of vehicles expected to endure continuous jerks and inconvenience for years to come due to this defect?
Why did the supervising engineer fail to enforce the relevant codes and standards at the execution stage?
Equally concerning is the apparent absence of effective field supervision. The staff responsible for maintenance of D.B. Road seem to be inactive. What kind of road inspections are being conducted if such large potholes remain unattended for months? Potholes of this magnitude do not appear overnight; they develop gradually, clearly indicating prolonged negligence.
Road maintenance is a basic statutory duty of the department. If such fundamental responsibilities are not discharged, it raises serious questions about accountability. If employees expect salary to paid on time, citizens also expect timely delivery of services by public servants. The social and economic cost of even a single pothole—in terms of accidents, congestion, fuel wastage, and public inconvenience—is enormous and should be well understood by qualified engineers.
At present, I request your office to conduct a spot inspection in front of the Bharat Petroleum pump, Sector-11, where large potholes are clearly visible. These defects have existed for a considerable period and warrant an explanation as to why corrective action was not taken at an early stage when repairs would have been far less costly and disruptive.
I request that the matter be examined at the root-cause level to arrive at a sustainable, long-term solution. As per CCS (Conduct) Rules, government employees are required to be sensitive to public needs, and any lethargic or indifferent attitude must be dealt with firmly, such officials have no right to occupy a public seat. In this regard, it is suggested that a standardized daily road inspection reporting format with defined parameters be devised and mandatorily submitted by field staff, ensuring transparency and accountability.
I request your kind intervention to ensure proper examination of the issues raised and appropriate corrective and disciplinary measures.

(A) In recent past the road number 201 in Dwarka has been resurfaced. Following shortcomings observed:
(1) The rubber slippers has not been filed in gaps between expansion joints on bridge over Sahibi River, giving jerks to all passing vehicles.
(2) Pothole have started emerging on the new surface and
(3) At few places the scratched material of old surface can be found dumped.
All these are examples of apparent careless approach of concerned supervising officer. Steps to rectify and investigation needed to pin point who approved such poor quality work?
(B) The intersection of sector4-5 road and Desh Bandhu Gupta Road always has potholes. Please investigate why DDA staff is failing to repair these? Who can be held responsible?
