DOI Configuration makes submission misfunctioned

Hello everyone, 

I followed the DOI Digital Object Identifier instruction, copied and pasted the these property settings into these configuration files. After that, I am unable to submit any content: no matter is to submit a new item, or create a new collection. From the UI, it tells me that I don't have privilege to do so; from the log file, the message is like below:

java.lang.IllegalStateException: Unable to aquire dispatcher named default  

I have checked my database eperson table. My account name is there.

Anyone could give some suggestions?
