Error: can not access collection after upgrade dspace

I upgrade dspace from 4.5 to 6.3.  After migrate database and reindex with command :
[dspace]/bin/dspace discovery -b
But I can not access collection, like this : You do not have the credentials to access the restricted collection
How to can i fix it ?
