DSpace 5.9: Collection submission review

A Collection with WORKFLOW_STEP_1(Accept/Reject Step) enabled leads to any item submission to a "Awaiting reviewer response" stage.
This item is not visible to anybody, neither site Administrator, nor Community Admin nor Collection Admin to review but only to the specified Reviewer.
How can I make the Admins review this item?
