Request assistance with the dspace app not loading properly after every setup

Details of the issue in stackoverflow 


Additionally, 

I am unable to run the front end smoothly starting from the home page. 
Login with administrator account is not proceeding past the agreement page. 

Please assist. All files that may help debugging is attached.

Believe i have been able to pinpoint to the trigger point for the problem 
Attached Snapshot. 
Below URL fails
