Need help to enable system-wide alert - Dspace 5.8 - Urgent

Hi,

Our university is migrating from DSpace 5.8 to DSpace 7.6.

Can anyone please please tell me how to enable the system-wide alert so that we could have a banner to inform users about the migration?

I am unable to see the control-panel in the admin menu and not sure if we need to enable something in configurations to do it.

It would be grateful if someone could help me out  as soon as possible.

Thanks for the PDF. I found that we were using jspui and I was able to add an alert manually in the home.jsp file.
