I installed DSpace 7 backend and frontend on a Windows Server 2019. The install completed well enough but when I try to accept the end user agreement, I see this error message:

"An error occurred accepting the End User Agreement"

Is this because of permissions problems? If so, what permissions must be set for DSpace 7 to work in a Windows environment? If not, what else can I try to get past the end user agreement screen?

BTW, I installed DSpace 7 backend and frontend in Docker for Windows without any problems.
