docker not coming up

Trying to use these instructions:

I was able to to bring up
http://localhost:8080/server/

But Angular UI does not want to come up. I see in the log:

dspace-angular | Unable to find env config file at
/app/config/config.production.yaml

Any ideas? It seems like that file is missing.
