DSpace 7 new item page question

DSpace 7, beta 3:

On the "new item"  submission form, there is a button labeled "Lookup" next to the Author fields that leads to a popup search form.  Sorry if I'm missing something in the documentation, but what's that all about (and how do I enable it)?

I have a related problem: I cannot add a new collection or community via the Angular frontend, because the popup window does not work.  I posted the question here, with a screenshot.  Nothing shows up in any of the logs.
