Odd Properties behaviour in the Angular v7.3 app

We are noticing that the properties in the ".env" file are being used only when the corresponding property does not exist in our config.env.yml file. Our assumption was that anything in .env would just override what was in the YAML config but that doesn't seem to happen.

Anyone else noticing this?
