DSpace not setting email parameters

I have a dspace instance that is not setting all the parameters correctly, specifically the name value, in the formatted email text. The email template in question is config/emails/registration_notify. When the email is sent, I get null null for the name value. Other email templates seem to be working correctly.

A new user has registered on MyDspace at https://repository.example.org:

Name:                   null null
Email:                  user...@gmail.com
Date:                   10/13/19 6:17 PM

Any help here on how to troubleshoot will be highly appreciated.
