Context menu option: Export Search Metadata

Hi all -

In our dSpace 6.3 installation, the Context menu option, Export Search Metadata, is only available to ePersons in the Administrators group.

Is it possible to give that option to non-Administrators since it is extremely useful?  Non-Administrators who have the Admin role over a Community or Collection already have the broader "Export Metadata" option, but not "Export Search Metadata".  And users with no Admin role don't even see a Context menu, so they have none of these options.

Are there configuration settings that can be used to control who has these various options?

Or is there a default setting that would allow ALL users to have the Export Search Metadata option?
