DSpace 7 is still under active development at this time. We don't yet have a final release date for version 7.0. But, the DSpace Steering Group is working with me to help finalize a timeline (and provide additional resources to ensure we can meet that timeline).
Once that timeline is finalized, you can expect to see a formal announcement on all DSpace mailing lists.
That said, likely starting next month (Feb), I do expect you will start to see the first (of several) 7.0 "beta" releases. These will
be an opportunity for community members to begin to test out the features of 7.0, and help provide early feedback as we continue to work towards the final release.
It's also worth noting that, so far, DSpace 7 has been a volunteer-based effort (I don't have any developers working directly for me). We all wish 7.0 would have been out by now, but unfortunately large volunteer-based projects are very difficult to estimate
(as volunteer resources are obviously rarely consistent). That said, we do have a very passionate, committed team of volunteer developers who are working their hardest to try to get DSpace 7 released in 2020 (possibly as early as the next 5-6 months, if all
goes well). I am also working with the Steering Group to try to obtain additional funding for paid (i.e. non-volunteer) development resources, as paid developers will help us finish up the 7.0 release more quickly.
