Mail to notify user registration to the user himself

Good morning.
I am creating new users from the administrator account, I create the user, I cannot assign them a password and they do not receive the email to follow the steps to confirm their account.
How can I check this configuration if it is ok or not?

They only need to reset their passwords.  They select the I forgot password link and insert the email as you registered it. They will then receive the email to set/reset the password.

The anonymous user who registers for the first time receives an email to complete their registration.
The file name of the email text is "register" Account registration.

In the local.cfg configuration file I uncommented all the configurations from the email section.

Query: when does the user receive the "welcome" email?
