If someone has set the config to be a certain language, then you should not have to then make further changes unless the item you are dealing with requires variation.
Interesting to read the discussion. In the past I worked with a vendor to set the default to one language, except for ID fields because they will not be translated. (Dates can technically be translated.) Then updated all the existing records to match.
In the end, as long as this can be altered at the field / item level via the interface then I think it is fine to have it set to one language. This then allows variation to be applied per field when the item is in more than one language.
