"Rights" Choices Beyond CC Licenses

Can CC Licenses be set up, but made optional?

We would like have other licenses, such as those for software (since software is a resource type). 

And....

In our current repository (non-DSpace) we allow a choice of "no" CC license but to explicitly keep only "All rights reserved".

How could we offer all these choices?
