I have zero experience with Windows 10, but have you had a look a this
guide:

Seems to be just what you need.

Kind regards,

What you can also do is install Python from Anaconda.
It comes with inbuilt pip

After installation: Open Ananaconda prompt and install any pip package

E.I Kenneth,

Thank you. I too was having an issue with my PC/Win10 and Pip install. Anaconda seems to be working much smoother for me.

Thanks-

Jeff

Did you install python on your pc? If not download python (version 3.7 is the latest), then installed.

Hello Kidwell,

Did you receive any message by chance that says "
"You are using pip version x.x.x, however version x.x.x is available.
You should consider upgrading via the 'python -m pip install --upgrade pip' command"
"?
where x = version of the existing pip version on your machine and the version on which the error is asking you to update to.

Regards,
