1. i remove the db.sqlite file and pycache  

2. re run the makemigrations and migrate command

This is outdated command , there is no such command like syncdb in Django 2.2

You have to look into your previous migrations, to find the problem
find which migration you are stuck on from console log

or, if it doesn't matter to you, kill all the migrations and start over. (it is the fastest way)
