pip install mysqlclient not working

i am using python 3.8 and django 1.11.22

PS C:\WINDOWS\system32> pip install mysqlclient

OP is on windows, and doesn't have Visual Studio Build Tools installed. That's the problem.

https://visualstudio.microsoft.com/downloads/#build-tools-for-visual-studio-2017 its the last item in the second section.

Also, OP, if you have python 2 and 3 on your machine, specify the version of pip you want, or use a virtualenv.
