Andrew Godwin has created a new Django Forum page and it needs to be added
to the Documentation. Since all the major shortcuts for Django
contributors are located at "Contributing to Django" page, it will be
convenient to add the forum link to this page.

We'll need to hold off on merging this until the DSF board officially
approve funding for the forum, which is hopefully soon.
