If you use cached loader to load non-existing template, then you will get
`TypeError: __init__() takes at least 2 arguments (1 given)`, because
`TemplateDoesNotExist` raised without message

Looks to me like this affects 1.8 as well (blamed the line modified in the
[https://github.com/django/django/pull/6198 PR] to
f33db5a09acfc3df3085235a5712c46094eb9a0d which was added in 1.7).
