`OGRException` was kept for backwards compatibility when merged with
`GDALException` for Django 1.8.

Case for removal:

1. The release notes for Django 1.8 said it "should not be used any
longer".
2. It is undocumented which was discovered when working on #28525.
3. Removal with major version bump to 2.0 seems a good time.
